        <p>California Takshila University just launched the Book titled Biopreneurs: The Molecular Millionaires at a LARTA-NIH Conference at San Jose, California held on June 25, 2009. Mr. Rohit K. Shukla, CEO of LARTA, introduced the book to a packed audience of biotech, pharma, and Governmental executives.</p>

<p>The book is based on Bio-MBA lectures, invited seminar series organized by Japan External Trade Organization (JETRO) and hands-on experience in developing biotech businesses from academic to industry.</p>

<p>Biopreneurs, from the title on is well-structured into four main sections. The reader is smoothly driven in a dynamic and convincing way to understand the interactions of the scientific aspects of biotechnology with legal, political, regulatory and even ethical approaches required to make biotechnology a commercial success.</p>

<p>Indeed, the opening chapters introduce readers to the real concept of applied biotechnology, defined not only as a product or service making one, but also as a mixture of technologies that altogether and in harmony allow the development of a long-lasting commercial biotechnology. </p>

<p>Particularly noticeable is the clarifying chapters on various issues and the differentiation between the intertwined concepts normally associated with the issue of intellectual property.       <title>Fostering EU&#45;India business and research cooperation in Biotechnology</title>

        <p><b>Why India?</b></p>

<p>With over one billion inhabitants and one of the largest and fastest growing markets in the world, India clearly offers a vast number of opportunities for EU enterprises and science and technology (S&amp;T) entities. </p>

<p>In particular, India is emerging as a biotechnology powerhouse in Asia. Aside from great opportunities presented by the huge internal market, it  also features a fast growing number of Science Parks, competitive companies and excellent University Institutes. Hyderabad and Bangalore are two internationally recognized centres of research and business in biotech. </p>

<p>However, European SMEs have various barriers for the access to Indian Biotech market: access to finance is easier said than done and the Indian system as a whole is very complex due to lack of information on legal and ethical issues. For example, one serious obstacle to business and investments in the region is a lack of information on IPR in India. </p>

<p>On the other hand, India is also one of the world&#8217;s worst polluters and faces catastrophic impacts from climate change. To secure sustainable development, the country must therefore identify areas in its booming economy where clean technology can be used. India will have to “reinvent growth” without polluting heavily. </p>

<p>Conversely, European expertise in clean technologies and the extensive worldwide efforts to combat climate change represent a major economic opportunity. This is where a close cooperation between the European and Indian communities can make a difference and have an important impact, notably in the green and white biotech. </p>

<p>On the EU - India summit in Marseille in 2009, leaders stressed that climate change is one of the biggest challenges of our time and therefore decided that clean and sustainable development should be a joint priority area of EU-India cooperation.</p>

<p><b>An European Business and Technology Centre in India</b></p>

<p>In this context, 16 European partners under the overall coordination of Eurochambres, the Association of European Chamber of Commerce and Industry, have recently established the European Business and Technology Centre within a European Union co-funded program. The Centre is already operative in New Delhi and other local offices will be established soon.</p>

<p>The idea of EBTC is to reconcile two objectives: addressing climate change challenges in India and assisting businesses, research institutions as well as individual researchers - in Europe and India - to work together towards generating and enhancing business opportunities and technology transfer.<br />
Moreover, the Centre aims to become one of the main reference points for promoting European business and research in India.</p>

<p>The Centre will provide support services to EU companies and researchers eager to enter the Indian market, with a focus on technologies related to climate change in 4 selected key sectors: Biotechnology, Energy, Environment and Transport. </p>

<p>The Milan Chamber of Commerce, coordinator of the biotech cluster within the consortium, with two other European leading regional biotechnology industry groups as ERBI from Cambridge and COPCA from Barcelona, will implement a number of activities to overcome described obstacles and foster a durable EU-India cooperation in business as well as in research projects.</p>

<p><b>Biotech activities</b> </p>

<p>To overcome the lack of information and knowledge about Indian biotech market and about funding and business opportunities in both European and Indian realities, partners will set an <b>information service</b>. This activity aims to enhance transparency of market access conditions in India and empowering European companies, research institutions as well as individual researchers with cutting edge intelligence on opportunities in the Indian market. Many existing initiatives and networks already generate knowledge and information on the Indian market. EBTC is centralising this existing knowledge and making sure it becomes more accessible to the European Business and Research Community.</p>

<p>Once a general frame of the industrial and research state of the art will be acquired, and a map of possibilities and opportunities will be available, partners will stimulate cooperation through networking actions and matchmaking events. <br />
In this purpose, the consortium will organize several <b>events </b>to present biotech opportunities with the involvement of key actors from both research and business to enhance potential cooperation with Indian companies. It will also take part to main biotech events in Europe as well as in India to promote EBTC activities. </p>

<p>Consortium partners will also be engaged in <b>facilitating</b> the cooperation between European and Indian companies, research institutions and individual researchers in specific, well-defined fields. This includes <b>promoting</b> the participation of EU researchers in Indian funded programs, subsector-specific matchmaking events, development and implementation of best-practice case studies, organisation of trade missions in cooperation with the European Member States etc.</p>

<p>In addiction, through a structured networking approach, EBTC intends to make a valuable contribution to EU-India relations through establishing a dialogue with political decision makers, interacting with public authorities, R&amp;D organizations, cluster / sub cluster consultative groups and private players. Effective networking will be done in order to establish productive long-term relationships. Consortium partners will participate in seminars and workshops of key associations to discuss relevant trade aspects and collect information. </p>

        <p>Gujarat Akruti TCG Biotech Limited is an initiative of Gujarat Government along with Akruti City Limited and TCG Limited.&nbsp; Akruti City Limited is a publicly listed real estate company head quartered at Mumbai, India.&nbsp; TCG is well known for setting up Bio Technology Parks and Information technology parks through itself and its sister company Vornado Incorporated of USA.&nbsp;   The Joint Venture Company has been incorporated under the Companies Act, 1956.&nbsp; The Joint Venture has been mandated by Gujarat Government through a global tender to develop a state of art Bio Technology Park at Savli, Vadodara about 14 kms. From Vadodara Airport and 8 kms. Away from National Highway.&nbsp;  </p>

<p>The Bio Technology Park envisages creation of state of art, infrastructure suitable for the Bio Technology Industry covering a wide range of activities as listed in Annexure &#8220;A”.&nbsp; Apart from state of art infrastructure as listed in Annexure &#8220;B”, we are also building a state of art incubation centre measuring over 86,000 sq. ft.&nbsp; The incubation centre will have all the facilities that will enable technocrats, startup companies and other entrepreneurs to avail these facilities in order to standardize and scale-up processes and thereafter, set up their own enterprise in the park.&nbsp; The incubation center will be ready in the year 2008.&nbsp;  </p>

<p>Apart from the incubation centre, the layout of the park will include developed plots of various sizes ranging from 8,000 sq. mtr.&nbsp; To 2,00,000 sq. mtr.&nbsp; All these plots will have access to advanced utilities and support facilities as listed in Annexure &#8220;C”.&nbsp; In order to create the right ambience, there will be wide landscaping covering large areas of the park.&nbsp; We are also setting aside a portion of the park for creating a residential zone and lifestyle amenities so that the entire park is developed into a mini townships to match the lifestyle and the requirements of the knowledge workers in the Bio Tech Industry. <br />
The company being the JV with the Gujarat Government enjoys the patronage of Gujarat Government through a liberal Bio Technology Policy and the progressive administrative set up of the Government.&nbsp;  </p>

<p>We also seek to actively collaborate with Educational and Research Institutes in an attempt to integrate the various stakeholders and to provide the park a multi dimensional outlook. </p>

        <p>We are starting a new initiative in India for applied genomics and development of  novel methods for diagnostic microbiology.&nbsp; Preliminary results are excellent and cooperation from other labs is required for<br />
further progress. The projects fall into two categories: Automatic Gene Mapping System and Automated Infection and Disease Diagnosis System.&nbsp; Both projects deal with the current technical problems faced in sample<br />
preparation, image analysis, data collection, and lack of automation.&nbsp;  The idea is to develop novel instrumentation with the relevant software combined with novel diagnostic kits and also to provide clinical services.<br />
We also envision that we can contribute towards the pharmaceutical sciences in terms of generating data for drug manufacture (biopharmaceuticals). India is seen as a rising Biotechnology market and vast <br />
opportunities exist for collaborations, commercialisation of technology, manufacturing etc.&nbsp; The scale and scope of these projects is very large and therefore international collaborations are required in order to <br />
